The initiative "European Civil Resource Centers" aims to facilitate the civil organizations and public institutions to take active participation in the processes of forming European policies and decision-making by overcoming the information deficit, providing additional information about the resources and opportunities that the "Europe for citizens" Program offers, and by building stable long-term partnerships on national and European level.

EUROPE FOR CITIZENS - PROGRAMME GUIDE

The adoption of the Lisbon Treaty at the end of 2009 led to a number of important changes with regard to the concept of European citizenship. Both the Treaty on European Union and the Treaty on the Functioning of the European Union enshrine the democratic principles of the EU, stipulate the rights of Union citizens and outline the key methods of involving citizens and their associations in shaping the European political agenda. The expression of citizens' needs and the necessary deliverables to meet them, the openness of the democratic system for civic participation and the rights of people including the knowledge about these rights are closely interlinked. Developing a lasting sense of ownership for and belonging to the European Union requires that all three aspects are addressed equally and with the appropriate instruments.

A PRACTICAL HANDBOOK FOR DEVELOMENT AND OPERATION OF PROJECTS IN THE PROGRAMME ‘’EUROPE FOR CITIZENS”

This handbook is developed due to the constant improvement of the quality of the help offered by the European Commission through the Programme “Europe for Citizens”. The quality is determined on the basis of compatibility, applicability and efficiency of the project supported with the Commission’s resources, including also the high standard of governing. Particularly, the reference book aims at supporting the good governing practices and the effective decision-making process in time of operation of the project – from the programming till the identification, formation, application and assessment. The handbook has a goal to stimulate the consistency and clearness of the approach. Also, it offers an opportunity for an operating flexibility due to the dynamics and the diversity of the Programme.
